I like the "Silver Age" comics Batgirl costume with a skintight mask made from the same fabric as the cape.
The Knightwoman mask used on Hypnotic's World is probably the best live action recreation I have seen. The 60s TV version and the rubbery Birds of Prey version are too rigid like a hat or helmet.

Darla Crane's Spellbinder costume is to this day still my all time favorite. After that it would be Zatanna.

This is a difficult question because there have been so many excellent renderings, especially in our little corner of the world. Those pix of Kobe Lee in the Isis costume are remarkably impressive.
However, for my money, right now, I really love what Evangeline Von Winter did with her replication of the Batgirl costume. Although it is different than the original it is, IMHO, even more sexy with the yellow go go boots and the zip crotch---WOW!!!! :-D :-D :-D :-D :-D

In addition to the "Silver Age" Batgirl, I would add:
The original Marvel Girl costume.
The purple Catwoman costume.
I just have a thing for a skintight costume and mask that covers everything except the heroine's eyes and the bottom half of her face. There's so much to peel off and so much flesh to reveal. The hair flowing from the back of the mask may be impractical for combat, but I love the feminine look of it.
Ideally (for my taste), the mask should be skintight and flexible with a collar that blends in with the heroine's cape or unitard. Although the mask is a separate piece, that shouldn't be obvious until a villain decides to peel off the heroine's costume, piece by piece.

#5) Mary Marvel's white costume. There's something about the wholesomeness that just really makes it extra appealing.
#4) Psylocke's painted-on outfit. Appealing? Yes. Comfortable to wear? Probably not.
#3) She-Ra's uniform. With apologies to Teela and the Sorceress, She-Ra just had a something little extra going for her.
#2) Supergirl (Helen Slater version). Sometimes, real life can be even better than what's depicted in the comics.

I've never seen a superheroine costume that struck me as more iconic, more beautiful or more powerful than the pre-Crisis Bronze Age uniform that Wonder Woman wore (honorable mention to Lynda Carter's uniform in Seasons 2 and 3 as the best live-action version). Ross Andru's take for the Cheetah on the Prowl is a perfect example, although I can't find an online version that quite does the outfit justice.

I have to admit, after seeing so many different versions of the Wonder Woman costume, and of course, implementing a few of my own I am starting to like 2 piece Wonder Woman costumes a little more and more these days....Just something a little different I guess, but on a younger superheroine, I think it looks hot if it's done right.

How could I have forgotten Blue Bulleteer when I posted mine!!?? Great pick up there, one of the best and most original costumes, not to mention sexy. I'd also add Miss Masque in there, but my all time favorite still remains Darla Crane's Spellbinder costume.The UG wrote:1. Batgirl, ElectraWoman & Dynagirl, in the first tier. Wonder Woman and Spider-Woman, in the second. Special mention for Zoe Heriot. Most of these I like because they interested me in my younger years. I do seem to favor a shiny body suit, and if or when any new heroine manages to move to the list, that's usually the core cause. But the character wearing the suit counts a lot, too. An uninteresting character in a flashy outfit may catch my eye, but generally fails to fire my imagination.
Some characters interest me without appealing to me as sexy on any level, usually because of their stories. I quite like Phoenix, but not outside of the context of her Cockrum-Byrne era X-Men roots. Supergirl fascinates me and I love to write her character in (really very bad) superheroine fiction, but she doesn't strike me as sexy. Catwoman and Harley Quinn I like as adversaries, but they interest me only in contrast with the heroine(s) against whom they are cast.

Here's a few that haven't been mentioned and are my personal faves:
You'll note a thigh boot theme running through some of these! It's intentional!
1) Marionette (Micronauts) - Loved the color, the boot and glove combo and the eye makeup in lieu of a mask.
2) Duo Damsel (Legion) - the classic miniskirt and thigh boot purple and orange combination. I think she may have the sexiest thigh boots in comics - the ones with the diamond holes running up each side.
3) Catwoman (Silver Age) - I often get my ages screwed up, so I'm talking about the Femme Fetale version of Selina with the long skirt with the leg-revealing slit up the side. And of course the whip. Can't forget the whip.
4) Mantis - Yeah, you heard me! I love the whole "grass skirt" thing she had going on. So many opportunities for a reveal, but rarely did it ever happen. And when they put her in Guardians of the Galaxy with that officers uniform (but kept the skirt?) Hubba. Hubba.
5) Titania - She's a bad girl, sure, but what a great outfit. Thigh boots (again!) and a top that defied all logic and physics! Any time she shows up in the Marvel Universe I'm there!
Honorable Mention - Supergirl (80s red miniskirt version), Mary Marvel (I actually prefer the red costume), Starfire (the classic 80s Perez outfit), Raven (I love any heroine who can pull off a long dress and occasionally show some leg), Ms. Masque/Masquerade (same reason)
