This story needs work, my friend. You have a tendency to overwhelm your reader with character background that is probably not necessary and there are only two scenes with any action in them.
The characters do have intriguing aspects to them but that needs to be brought out via plotting rather than flat exposition.
Hope you refine things because your ideas are worth pursuing.
