He does that from time to time. It refers to a sit-com from the 70s starring Gabe Kaplan, John Travolta and others. It doesn't matter much. Kotter was the name of the main character, a teacher who comes back to try to help inner city teens learn while handing out one-liners like candy corn. Like I said, it doesn't really matter and now I've embarrassed myself by showing off my depressing depth of knowledge on the subject.
