I have literally no clue. If anyone knows of any online program, or artist that can do custom anime superhero artwork, I’d be happy to know.

There is not a program like this to my knowledge. However, I know who can make anime style characters. I will PM his information to you. He does charge a fee for characters, and you own the rights.
